Union Construction Worker's Health Plan was formed in 1952 under it's former name, Toledo Area Construction Worker's Health and Welfare Plan.

Participating unions include Ironworkers Local No. 55, Bricklayer Local Unions No. 1 and 3, Painters Local Unions No. 7 and 1020, Roofers Local Union No. 134, Sheetmetal Workers Local Union No. 33 - Toledo District, Tile Setters Union Local No. 3, and Glaziers Local Union No. 948.

The Plan is self-insured under provisions of the Employee Retirement Income Security Act of 1974 as amended. The Plan is managed by a 10 person Board of Trustees with equal representation by construction labor and management.

Daily administration is provided by Northwestern Ohio Administrators Inc.(NWOA), a not-for-profit Ohio corporation operated by construction labor and management.
